DLC Check Performance Fix

About this mod

This native C++ REFramework plugin drastically improves framerates for CPU-limited players by optimizing how the game handles entitlement checks. It targets two specific functions to stop the engine from spamming the Steam API hundreds of times per frame.

• Hooks `isAvailableDLC` to cache results, preventing constant Steam API entitlement checks.
• Forces `isNewBenefit` to return false, removing the overhead caused by the Support Desk's notification system.
• Reduces massive CPU spikes commonly felt when standing near the Base Camp or Grand Hub.
• Provides a more comprehensive alternative to LUA-based scripts by operating at the native level.
